Description of problem:

The availability of vhosts is strictly based on the ability to ping a configured URL. On the other hand, the availability of the server can be based on the ability to ping the configured SNMP location in absence of the URL.

We should duplicate that functionality for vhosts so that the user is free to choose the availability detection method.

Using SNMP for availability checks might be good in scenarios where the user doesn't want the availability requests to appear in their logs so they do not skew their hit counts, etc.

Steps to Reproduce:
1. Inventory an apache instance with SNMP module configured
2. Clear the URL property in the connection settings of the "Main" vhost.
   (The fix for this issue should enable to UNSET this property which should trigger the SNMP-based detection).
  
Actual results:
"Main" vhost reported down.

Expected results:
The availability of the "Main" vhost is determined using SNMP and reported UP

Verified on build#123 (Version: 4.1.0-SNAPSHOT Build Number: a6d2d56)

Configured the SNMP module in apache instance and inventoried it.
Navigated to the connection settings tab of the "Main" vhost. Cleared the URL property (by clicking the Unset checkbox) and clicked on Save button.

Entered the avail command at agent command prompt and verified that the "Main" vhost is reported up.

Marking as verified.
