jpackage-utils installs files to the /usr/lib/rpm/fileattrs dir without owning it, and nothing in its dep chain owns it either (rpm-build does, but that's not a dependency of jpackage-utils).  So jpackage-utils should own that dir.  Let me know if you'd like me to fix this for devel.

Actually, any reason why rpm doesn't own that directory? I would certainly expect it to own that dir.

AFAIK it's only needed/used when building rpms, so I think it's fine for rpm-build to own it (like it does), not rpm.
