Can we put a "Create topic" button on the search screen, and use the checkboxes as the tag values for the topic?

In this case the data and tags would be reversed - in other words, the user would fill out the tags in the search screen, hit the create button, then be presented with the topic title etc screen. 

After clicking Save, the user would be taken to a search results screen for that particular topic, where they could download the template.
