Description of problem:
VLAN ID should not accept 0 or negative.

Version-Release number of selected component (if applicable):
rhev-hypervisor-6.1-201105010

How reproducible:
Always.

Steps to Reproduce:
1. Enter number zero or negative into VLAN ID field in newUI.

Actual results:
1. Can accept number zero and negative number. No message to prompt user vlan id can not be set to zero or negative.

Expected results:
1. VLAN ID should not accept 0 or negative. There should display the friendly message to prompt user about this.

Verified on RHEV-H 6.2-0.11 build.
Enter zero or negative into VLAN ID field, there prompt "invalid VLAN ID" and then empty the VLAN ID field.

This issue is fixed.
