The section title

  13.4. PCI passthrough for para-virtualized Xen guests on Red Hat Enterprise
  Linux 5.3 and older

and the first paragraph together could evoke the impression that PCI passthrough for PV domU's is not supported for >= 5.4. As if there were such a boundary:

up to 5.3: you can only use PV for PCI passthrough
starting with 5.4: you can only use HVM for PCI passthrough
