When rpm-build is not installed, all rpm -q --specfile queries incorrectly say "No such file or directory".

$ touch foo.spec
$ rpm -q --specfile foo.spec
rpm: foo.spec: No such file or directory

Affects at least 4.9.0-6.fc15 and 4.9.0-8.fc16.

Yup. This is for all practical purposes the same issue as 697435, just a different switch.
