Firstly, kdb contains tools for managing text console only. Not for Xorg, terminal emulators, etc. Correct component for this kind of issues is xorg-x11-xkb-utils.

Secondly, there's Dvorak EN in Xorg indeed. You can set it in "Region and Language"->"Layouts" by adding new layout - "+" button on the left side under the list of current layouts, you'll be able to find Dvorak there.
