We need a way to get the Topic.title from the Topic.xmlsource <section><title>[Title]</title></section>.

We should make it that you can set the Topic.Title manually when creating the topic, and that a prefilled topic template is created with the Topic Title as the <title> and the Topic Description in the body.

From that point, we need to either: disallow manual editing of the Topic.Title, and inherit it from the xml source title whenever it is updated;

or allow manually editing of the Topic.Title, and update the xml source whenever it is changed.

Fixed in 20110823-1510

When a topic is modified and it contains valid XML, the Topic Title field will be used to replace the <title> field in the xml.
