When topics are tagged with this tag, they do not show up in browsing views. 

This is for customised steps for examples, which don't make sense outside the context of a task overview.

users can find them through the task overview, and also through search. When landing from search, they can navigate to the task overview via the nav links.

They also need to be excluded from search results.
