Description of problem:
Sub-organizations which are entitled only with 'flex' entitlements might not
see the content (packages, channels ...)

Steps to Reproduce:
1. Login as a Satellite admin
1. Create a new organization
2. Add only 10 flex entitlements to that new organization
   Admin -> <<OrgName>> -> Subscriptions
   -> Software Channel Entitlements
   -> Red Hat Enterprise Linux (core server)
3. Login as user of the new organization
4. Channels -> All Channels

Actual results:
No 'Red Hat Enterprise Linux' channels are shown

Expected results:
'Red Hat Enterprise Linux' channels are shown

Additional info:
After adding at least 1 'Regular' entitlement to the organization,
the 'Red Hat Enterprise Linux' channels appear.
