As requested on https://admin.fedoraproject.org/updates/selinux-policy-3.9.7-42.fc14 :

Custom modules built with selinux-policy-3.9.7-42.fc14 will fail to install on -40 systems: 

libsepol.permission_copy_callback: Module foo depends on permission read_policy in class security, not satisfied (No such file or directory).
libsemanage.semanage_link_sandbox: Link packages failed (No such file or directory).

That might be an intentional consequence of the f13 upgrade fix (bug 702865), but it is a bit annoying and I wonder if it doesn't cause more trouble than it fixes.

Easy fix is just rebuilding of a policy module.
