In order to support xsl transform to DITA in the future, the EAP6 Publican brand needs to have the html chunking tweaked. 

Currently if we have sub-sections in topics, we lose appended navigation blocks to another html page.

The current workaround is to disallow sub-sections by using a customized DTD, and prescribe formalpara as the alternative to provide "section"-like titles.

However, this means that we can't write a simple xsl transform rule to change a Docbook 4.5 "topic" to a DITA or Docbook 5.1 topic.

So we should modify the brand to make topics with subsections display properly.

Having formalparas instead of subsections breaks our migration path to DITA.

If we can enable subsections in topics, that will be good.

Closing this as WONTFIX since the brand has been deprecated and isn't used or even usable anymore.
