Need to integrate kbase article "How can I validate my RHEL Cluster or RHEL HA configuration file?" into official product docs.

The RHEL 6 document already documents validating the cluster.conf file, but I'm leaving this bug open until I can find out why we don't document the xmllint command. That's not a cluster-specific command, and seems only to be a subset of the more complete validation that occurs at startup, as documented here:

http://docs.redhat.com/docs/en-US/Red_Hat_Enterprise_Linux/6/html/Cluster_Administration/s1-config-validation-CA.html

So I'll check into whether that's enough, but I think this should already be covered.

Moving to 6.3, as per the version field.
