quagga-0.99.18-1.fc14.x86_64 quagga-0.99.18/redhat/watchquagga.init contains: PROG="watchquagga" ... echo -n $"Starting $prog: " Which causes the message "Starting : [ OK ]" during boot. Looking at the rest of /etc/init.d, lowercase appears to be more standard. (Basically all the services which aren't provided by the quagga package.) Looking at the rest of the redhat directory, it appears each init script comes in two flavours, *.init which uses $PROG, and *.init.posix which uses $prog. Except for watchquagga.init which mixes it up. It is the non-posix versions which get installed, at least under Fedora. There are other minor differences between the .init and .init.posix versions but the .posix versions seem a bit more consistent with the rest (non-quagga) of the services on the system.
