SELinux is preventing /usr/sbin/tmpwatch from 'setattr' accesses on the dossier accounts.

Then you should report this as a bug.
You can generate a local policy module to allow this access.
Do
allow this access for now by executing:

# semodule -i mypol.pp

Allow tmpreaper to set attributes of all user home content directories and allow it to delete all user home content files, dirs, symlinks and sock files.
