Description of problem:
fcoe-utils depends on vconfig

vconfig is deprecated in RHEL6, need to remove the dependency.
iproute package provides the recommended tools for configuring vlans.

I can't reproduce this on 6.1. This was fixed in fcoe-utils-1.0.14-16.el6...
