Description of problem:
it ends with 'timed out' when using localhost for nsupdate
127.0.0.1 needs to be used.

deterministic

Steps to Reproduce:
0. # ping localhost
PING localhost (127.0.0.1) 56(84) bytes of data.
64 bytes from localhost (127.0.0.1): icmp_seq=1 ttl=64 time=0.066 ms

1. cat a_update 
server localhost
zone redhat.com.
prereq yxrrset test.redhat.com.                            IN      A
update delete test.redhat.com.                             IN      A
send
update add test.redhat.com.                86400           IN      A       1.2.3.4

2. nsupdate -g a_update
  
Actual results:

; Communication with ::1#53 failed: timed out
could not talk to specified name server

Expected results:
records are updated when localhost is used like a server.

Additional info:
when I replace localhost with 127.0.0.1 at a_update - then it works as expected. Issue is some of the scripts created in time of rhel5 doesn't work with rhel6.

rhel5=bind-9.3.6-16.P1.el5 + bind-utils-9.3.6-16.P1.el5
  it doesn't meter if I use localhost or 127.0.0.1
rhel6 omits localhost
=> Regression
