1. Create a new environment with prior of Locker named "Devel"
2. Go to promotions page for Locker
3. 
  
Actual results:
Promote button says "Promote to locker"

Expected results:
Promote button says "Promote to Devel"

I believe this is no longer a problem in 28e72192c358abc5caaa226bc6ed20ec92803a41.

getting rid of 6.0.0 version since that doesn't exist
