please include a systemd-service file for Fedora >= 15

it is a bad behavior that F15 replacing upstart with systemd and most 
services are running in SysV compatibilty mode

Can't do that. It's forbidden to replace SysV init script in released version (it means Fedora 15) and rawhide version of apcupsd has systemd service file already.

the questionis why this not happended before F15 - systemd was planned for F14 and pckage-maintainers did nothing the next release - so we users are treatet with systemd and all it troubles for nothing since the system is running in an not acceptable mixed mode
