Description of problem:

This is not helpful when bootstrapping, or attempting to build a changed version to debug xz when it's not working.

current F15/rawhide version

Interesting:

cat bzip2/sources gzip/sources
00b516f4704d4a7cb50a1d97e6e8e15b  bzip2-1.0.6.tar.gz
fc7be225884ae5324b44167ced89f50a  gzip-1.4.tar.xz

So perhaps this should be the general rule of thumb when packaging a compressor?

Good point. XZ uses bzip2 compressed tarballs now.
