Description of problem: On recent RHEL6 SSH_KEYS are not generated properly.

How reproducible: 100%


Steps to Reproduce:
1. Install a system in RHTS with a recent RHEL6 tree

Actual results:

Enabling Bluetooth devices:
Generating SSH2 RSA host key: chgrp: invalid group: `ssh_keys'
[  OK  ]
Generating SSH1 RSA host key: chgrp: invalid group: `ssh_keys'
[  OK  ]
Generating SSH2 DSA host key: chgrp: invalid group: `ssh_keys'
[  OK  ]
Starting sshd: [  OK  ]

Expected results:

SSH_KEYS should be generated.

Additional info: Now seen on two separate systems in RHTS.
