Hi, I'm the Specto upstream maintainer. New 0.4 release is out today:
http://code.google.com/p/specto/downloads/list

Please package it in Fedora so that you can drop the glade dependency (among other things) and get compatibility with NetworkManager 0.9 :)

I'm guessing the package is missing a buildreq on intltool which prevents the generation of the desktop file (based on when I built it for my own use, although that was quite a while ago).

Fedora 16 changed to end-of-life (EOL) status on 2013-02-12. Fedora 16 is 
no longer maintained, which means that it will not receive any further 
security or bug fix updates. As a result we are closing this bug.

If you can reproduce this bug against a currently maintained version of 
Fedora please feel free to reopen this bug against that version.
