Description of problem:

Monitor, deployment list view , new deployments does not work

1. navigate to Monitor
2. click list view
3. click the deployments tab
4. click new deployment

misrenders window and unable to create a deployment

link is removed as we don't allow new deployment out of pool context

Deployments cannot be added out of pool context.
