Description of problem:
Noticed that the 2.4 documentation is pointed at jopr.org instead of rhq-project.org.

For example, http://docs.redhat.com/docs/en-US/JBoss_Operations_Network/2.4/html/Plug-in_Writing_Guide/Writing-agent-plug-ins-template.html contains a bad link instead of http://rhq-project.org/display/RHQ/Plugins+-+Plugin+Generator

Bulk closing of BZs that have no target version set, but which are ON_QA for more than a year and thus are in production for a long time.
