Description of problem:
When caroniad is run in debugging mode, error messages are printed to the screen whenever the lease_monitor thread runs.

An invalid param type was being passed to the thread.  Instead of the logger name, a boolean denoting whether debug logging was to be done was passed.  There was only an issue if debug logging was enabled.
