We need the ability to build a draft build, which does the following:
1. Watermark each page with Draft, or Internal or something.
2. Changes the background of QE Fail topics to light red, background of QE Pass topics to light green.
3. Includes some additional links, close to the "Report a bug":
   * QE Pass
   * QE Fail

Is this possible?

Highlighting topics can be done by editing the overrides.css file. Removing the comment from the show_remarks: 1 option in publican.cf will add new links that allow you to view the tag selections that were used to build the book, and open a topic in Skynet so you can change tags.
