patch to fix F/B calculations when modeling over ground (against xnec2c 1.4)

By default xnec2c will compare the gain figure with the gain in
the exact opposite direction.  However, when modeling an antenna
over ground, xnec2c cannot calculate gain "underground".

This means there is no gain figure in the exact opposite direction
from the maximum gain.  Instead, use the gain figure at the exact
same elevation (theta) as the maximum forward gain, in the opposite
azimuthal direction (phi).  That gives us a useful F/B figure for
antennas modeled over ground.

Also fix an unrelated bug where phi overflowing 360 degrees would
lead to having 180 degrees subtracted, which would land us in the
exact same azimuthal spot as max forward gain.  Instead, we need
to subtract 360 degrees.


The attached patch is against xnec2c-1.4.  The xnec2c upstream author does not have a published email address, so I am hoping the Fedora xnec2c package maintainer could apply this patch while I chase down 5B4AZ...
