Description of problem:

I cannot create more than 4 workspaces using ccsm. I use ccsm to increase the count to 6, but when I use Ctrl+Alt+Left or Ctrl+Alt+Right, I can only cycle through the original 4

Steps to Reproduce:
1. start ccsm, go to General Options
2. go to Desktop Size tab
3. set Horizontal Virtual Size to a value > 4
4. using CAL or CAR only lets me access the original 4 workspaces
  
Additional info:

The workspaces applet for gnome only recognizes the original 4 workspaces as well.
