It takes at minimum 2 + 1 = 3 windows to reproduce the problem.

1. Open firefox and gnome-terminal
2. Move to firefox.

3. Open a new window of firefox. Now there are 3 windows in total
   and the z-order is firefox window 1, firefox window 2 and a
   gnome-terminal window from the front to the bottom.

4. Switch to gnome-terminal with Alt+Tab. This brings
   gnome-terminal window to the front.

5. Switch back to Firefox with Alt+Tab. gnome-shell sends the
   gnome-terminal window to under two firefox windows. So the
   z-order of windows is firefox window 1, firefox window 2, and
   gnome-terminal window from the front to the bottom.

6. Close the firefox window in the foreground. This should bring
   another firefox window to the front because it was right under
   the front firefox window and above the gnome-terminal window.
   But instead, the gnome-terminal window is brought to the front
   causing the severe cognitive disorientation to the user.

This message is a notice that Fedora 15 is now at end of life. Fedora
has stopped maintaining and issuing updates for Fedora 15. It is
Fedora's policy to close all bug reports from releases that are no
longer maintained. At this time, all open bugs with a Fedora 'version'
of '15' have been closed as WONTFIX.
