Description of problem:
Enter into a run, there is no "Edit tag" label in the "Tags" line.

Version-Release number of selected component (if applicable):
TCMS 3.4.1-2 - stage 

How reproducible:
100%

Steps to Reproduce:
1.Enter into a run.
2.Add a tag by clicking "Add Tag" label.
  
Actual results:
There is no "Edit tag" label in the "Tags" line even when there is an existing tag.

Expected results:
For an existing tag, it can be edit with a edit link.

adding tag and removing tag are supported. if you want to edit, just remove and add a new one.
