Description of problem:
I was attempting to add relationships for a topic, but when I try to page through the resulting topic list, I get a Status 404 saying the requested resource is not available.

Version-Release number of selected component (if applicable):
Version running on July 6.

How reproducible:


Steps to Reproduce:
1. Click on "Topic Search"
2. Under Concerns, check "Logging", and click on "Search"
3. On the Topic Search Results page, click on "Last Page"
4. Click on the last topic with ID "4590" and choose "Manage Relationships"
5. On the result page, click on either "Next Page" or "Last Page"
6. This results in the following error page:
