Description of problem:

A very useful feature of the /etc/sysconfig/network-scripts/ifup-eth command is the LINKDELAY parameter that can be added to each NIC's ifcfg-ethX file.  This command delays bringing up the NIC for x seconds and successfully provides work-arounds for NICs that need a delay.  This feature exists in RHEL 5.x and RHEL 6.x but does not seem to be recorded in the documentation so some users may miss this.
