Description of problem:

Feature request - Linking an external issue - If the JIRA cannot be found, Bugzilla displays "none" - an error should be displayed to the user. 

User is working with a bugzilla issue and realizes there is a community
issue that is related to this issue - he should be able to add a link to the
jira from bugzilla by just typing in the url or just the bug id.

This is now ready for testing on https://partner-bugzilla.redhat.com/

Assuming there is no issues found, this should be released on the live server at 4pm Thursday (EDT), as part of Bugzilla 3.6.5011.
