Description of problem:
we need to add more test cases into our existing test runs but the UI doesn't allow for it.

Current: https://tcms.engineering.redhat.com/plan/4081/

How reproducible:
100%

Steps to Reproduce:
1.  Create a test plan with test casess
2.  Create a test run for a subset of test cases
3.  Add test cases to that test run
  
Actual results:
We're not able to add more test cases to an existing test run

Expected results:
We would like to be able to add new test cases to a test run.

after step two ,in the detail page of test run ,here is drop-down menu at top of the cases.
Select'case'-'add' , will be able to add case from the plan (where the run created from).
I don't know  why you can't add other case.
