That's perfectly alright.
There are other ways dependencies get assigned to these targets, e.g.:
 - using symlinks in *.target.wants/ directories.
 - from the inversely defined dependencies in other units (a Before=foo.target in bar.service has the same effect as After=bar.service in foo.target)
