Description of problem:
The latest subversion is missing a Requires of ruby.  The file /usr/share/doc/subversion-1.6.11/tools/hook-scripts/commit-email.rb requires ruby.

1.6.11-7.el5_6.4

Thanks for the report.

Those scripts in the document directory are given as examples and are not expected to be referenced directly, so we do not add dependencies for them.  The ruby scripts in particular require installation of subversion-ruby, which does (necessarily) depend on the ruby package.
