https://hardware.redhat.com/results.cgi?cert_id=718646&id=231918
The cpuscaling with v7-1.3-46 always get this warning and failed:
Warning: could not merge output XML, reading as text file.no element found: line 8, column 0

while it could pass with v7-1.2-25:
https://hardware.redhat.com/results.cgi?cert_id=718646&id=232314

I am not quite sure if this is a v7-1.3-46 bug,i have no idea except for asking vendor to run the cpuscaling with v7-1.2-25 so far.
