Description of problem:
To the best of my knowledge I configured tuned to automatically throttle the network port speed, but the speed stays constantly at 1000Mb/s. Even when the system doesn't transfer any data at all.

I believe this was fixed some time ago, it should work with newer Fedora. No plan to fix in F14.
