SELinux is preventing /usr/libexec/kde4/ksysguardprocesslist_helper from 'write' accesses on the directory .config.

If you believe that ksysguardprocesslist_helper should be allowed write access on the .config directory by default.
Then you should report this as a bug.
You can generate a local policy module to allow this access.
Do
allow this access for now by executing:
# grep ksysguardproces /var/log/audit/audit.log | audit2allow -M mypol
# semodule -i mypol.pp

restorecon -R -v /root

Should fix this problem.

Not sure how it got created with the wrong label.
