Description of problem:
php-pear-Mail-mimeDecode is a required module of imp (horde webmail).  Without it, imp fails its own self-test using http://127.0.0.1/horde/test.php.

How reproducible:
Always

Steps to Reproduce:
1. install imp without php-pear-Mail-mimeDecode
2. run self-test at http://127.0.0.1/horde/test.php
  
Actual results:
Mail_mimeDecode: No

We are upgrading the whole horde and imp stack to the new pear-based version.
