Document that the files in /etc/security/limits.d will overwrite the values set in /etc/security/limits.conf. This should be added as a comment in the limits.conf file. Also add mention of that directory in the manpage for limits.conf.

The processing of the limits.d is mentioned in the pam_limits manual page so I do not think this is really a bug but rather a feature request to mention it at more places.

You are correct it is more of a feature request as opposed to a bug and I should have noted it as such, my apologies on not doing so to help clarify this request.

This request was erroneously removed from consideration in
Red Hat Enterprise Linux 6.4, which is currently under
development.  This request will be evaluated for inclusion
in Red Hat Enterprise Linux 6.4.
