Description of problem:
Configuration of IPA takes to much time.

We use IPA in out product, and we configure it as part of our configuration process. The configuration takes about 10 minutes, in which 7.5 minutes are spent on running the IPA configuration.

Version-Release number of selected component (if applicable):
ipa-server-2.0.0-23.el6_1.1.x86_64

The IPA installation log is attached.

How reproducible:
Always.

Steps to Reproduce:
1. install ipa rpms
2. run ipa-server-install - this will take about 7.5 minutes.
  
Actual results:
The installation takes 7.5 minutes

Expected results:
The installation should take less time.

The majority of the time is used configuring dogtag.

The dogtag configuration itself takes 5-6 minutes.

A dogtag restart was removed in ticket https://fedorahosted.org/freeipa/ticket/1052, this saved 30-45 seconds and is in the current upstream master branch.

It should be remembered that we are configuring:

- web server
- LDAP server
- KDC
- ntpd
- CA
- optionally bind

This is always going to take several minutes.

On the IPA side we reduced the number of restarts of dogtag during installation and this saved on the order of 90 seconds.

The dogtag team made other improvements which knocks another 2 minutes off install time.

A change to SELinux base policy adds port 9446 by default and that saves another 30 seconds.

Install time now down to just over 4 minutes.
