Steps to Reproduce:
1. create a .te file which contains following lines:
policy_module(pokus,1.0)
type test_domain_t;
type test_domain2_t;
type test_initrc_exec_t;
type test_fs_t;
type test_entrypoint_t;
domain_type(test_domain_t)
domain_type(test_domain2_t)
files_type(test_initrc_exec_t)
fs_type(test_fs_t)
corecmd_bin_entry_type(test_entrypoint_t)
type test_private_t;
role test_r;
clamav_append_log( test_domain_t )

2. run following command in the same directory:
make -f /usr/share/selinux/devel/Makefile

3. run following command in the same directory:
semodule -i *.pp

  
Actual results
========
libsepol.print_missing_requirements: pokus's global requirements were not met: type/attribute clamav_var_log_t (No such file or directory).
libsemanage.semanage_link_sandbox: Link packages failed (No such file or directory).
semodule:  Failed!

Expected results
==========
* no error message
* semodule loads the module successfully

Fixed in selinux-policy-3.7.19-107.el6
