Please add the ability to set up notifications and alerts (through e-mail and within BRMS) when artifacts get created. Also same notifications should work upon modification of existing artifacts. For example if an user marks an artifact as "Approved" a notification/alert should be sent . This is important for customers where some users would like to know when other users have created/modified/archived a package.

Release Notes Text: Added: BRMS now features the option for the user to configure notifications.  These alert the user when new artifacts are created and existing artifacts are modified.  Notifications can appear in the system itself or be sent via e. mail.
