In a Test Scenario when selecting "Use Simulated date and time" the default format is shown as:

<dd-MMM-YYYY>

this is the date format for the date-effective rule attribute when creating rules in guided rule editor, but the actual format for this field in test scenarios is MM dd, YYYY and after entering it default time is added, for example:
"Mon Aug  2 00:00:00 2010"
