Description of problem:
Initial Screen for Packages shows them as being Promoted. 
See screenshot.  This is after uploading some subscriptions, creating new environment to promote to (Locker -> Development) and then going to the Promotions page.  I then drilled into the packages for the sync'd product (RHUI) and saw that all of the packages were promoted before creating a changeset or anything.

Always (easy.)

Steps to Reproduce:
Clean-all was performed right before this.  After uploading some subscriptions, creating new environment to promote to (Locker -> Development) and then going to the Promotions page.  I then drilled into the packages for the sync'd product (RHUI) and saw that all of the packages were promoted before creating a changeset or anything.
  
Actual results:
Says Promoted

I can't duplicate this any more.

Verified with following katello build:

katello-0.1.71-1.git.0.7bdb786.fc15.noarch

The reported issue is not reproducible. We can not promote a product without creating a changset. So moving this to verified.

getting rid of 6.0.0 version since that doesn't exist
