Description of problem:

When the testsuite is run with LC_* set up like this:

LC_CTYPE=C
LC_COLLATE=C 
LC_NUMERIC=C 
LC_MONETARY=C 
LC_MESSAGES=C 
LC_TIME=en_US 

we get 4 fails (utf8-[1234]).  This shouldn't happen, it e.g. breaks
rpmbuild.

Version-Release number of selected component (if applicable):
sed-4.2.1-6.el6

How reproducible:
Always.

Steps to Reproduce:
1. Run testsuite with the LC_* set up like above.

Actual results:
utf8-[1234] test cases fail.

Expected results:
utf8-[1234] all test cases pass.

This request was evaluated by Red Hat Product Management for
inclusion in the current release of Red Hat Enterprise Linux.
Because the affected component is not scheduled to be updated
in the current release, Red Hat is unfortunately unable to
address this request at this time. Red Hat invites you to

resolution of ERRATA.
