Description of problem:

sar -i XXXX does not select data records at XXXX second intervals. Appears to be quarter second intervals on our systems.

Steps to Reproduce:
1. sar -i 3600 -f /var/log/sa/sa24 does not give hourly stats but
sar -i 14400 -f /var/log/sa/sa24 does

This request was evaluated by Red Hat Product Management for inclusion
in a Red Hat Enterprise Linux release.  Product Management has
requested further review of this request by Red Hat Engineering, for
potential inclusion in a Red Hat Enterprise Linux release for currently
deployed products.  This request is not yet committed for inclusion in
a release.
