Description of problem:
Cmake-fedora uses local time to mark changelog, 
however, when doing rpmlint, it is possible rpmlint to produce
E: changelog-time-in-future
if user is located in GMT+ time zones if they submit it a few minute after midnight.

So it is best to use UTC to avoid the confusion or provide option.

How reproducible:
Always

Steps to Reproduce:
1. Change the time zone, say, in Brisbane, Australia (GMT+10)
2. Change the time, say, 01:00 am
3. Build package with "make rpmlint"
  
Actual results:
Error message: E: changelog-time-in-future


Expected results:
E: changelog-time-in-future
should not appear.
