Description of problem:
It appears that target "tag" does not stop even the tag file
(e.g. .git/ref/tags/<version>) extest

Version-Release number of selected component (if applicable):
0.7.1

How reproducible:
Always

Steps to Reproduce:
1. Change something.
2. git tag -a "<version>"
3. make tag
  
Actual results:
Regardless the the present of tag file, the tag build proceed.

Expected results:
make tag is up to date
